No. The system needs to have a recognized AC adapter attached -- otherwise the flash will fail.

Yes you can. But it's not recommended. Below process is only for scenarios like Charging issues.
You can download BIOS file and Rename it some thing like BIOS.EXE
Open CMD as admin.
Neviagate to the folder where file is store.
For an example if it's stored in downloads.
CD C:/user/username/Downloads
Now run this to force a BIOS update.
BIOS.EXE /Forceit
