Ok when l hit the power button to turn it on, after around a minute the dell logo appears for 5 seconds then disappears for about 10 seconds then reappears then comes backagain and gone again, repeats continuous.
The system cannot find a boot device. Run a full system diagnostic -- press F12 at powerup a few times to access.
If you can't get to the diagnostic, remove the hard drive or SSD from the system and re-try. If you can then get to a setup screen, the drive is toast and will need replacement.
ould you clarify exactly where the computer hangs up:
This happens at the moment when the BIOS / UEFI splash screen of the motherboard or the logo of the laptop manufacturer appears.

then the recommended download of windows 64 bit but unfortunately about half way through the setup process l get an error says try again..so have tried twice without success.

I ran a diagnostic tests earlier when you suggested it and was all good.
I have hit F12 and am running diagnostic tests again now.
