USB device descriptor failed (Bluetooth missing error) with possible solution
I bought the new laptop inspiron 3593 but already have this annoying bluetooth disappear from device manager and no switch button for bluetooth....searching the net i found majority have this issue specially those who have qca9377 in particular
I did everyhting in the net solution since it is not a dell laptop issue . It could be driver or windows problem.
For those who is having this annoying issue specially dell laptop users like me.
I have gotten a strong solution that requires no restart provided you have the correct driver installed
My bluetooth adpater brand QCA9377 which most are having this USB descriptor issue and bluetooth icon missing. I am using Inspiron.
This solution is might not be permament because the problem might come back but it is pretty much a driver issue i think But at least you dont have to restart which take time (if no ssd user)
OKA easy steps.
1.Go to the device manager
2.Click the double Usb Serial Bus controllers at the bottom (or just one click the arrow at left)
3.Now you should see the device descriptor failed device with caution mark. Right click and click DISABLE.
4.Then right click the " intel usb 3.0/3.1 extensible host controller" and uninstall it.
5. use your trackpad to go to action menu at the top and click "scan for hardware changes"
your bluetooth icon should reappear and the failed device should be gone. At least for the moment
Step 2 must be done and that is disable it ..if you uninstall without disabling it at least didn't work me for me... I have just tested before posting or commenting this.
it is still issue for dell user as disabling and doing further steps like this does not give us flawless experience. It is a wide issue.

My USB has been disappearing as of this week on my 3595. This worked for me. I tried the other guy's method and it didn't work. Specifically, I did this:
1) Disabled the "Unknown USB device / Device Descriptor Request Failed."
2) I uninstalled that same one I disabled. I unplugged whatever was in my USB, and my power cord, leaving only the mouse USB plugged in.
3) Then I closed all of the windows and shut down the computer.
4) Then, I powered on the computer, holding down on the power button until the dots make a spinning circle (I don't know if that matters, but the other guy did that). Bluetooth was back in the device manager, and in settings, the Bluetooth on/off switch was back. It's definitely a driver or firmware issue that still hasn't been resolved...but you can play with it to make it work. Hopefully it lasts...

This worked for me as well on my Dell Inspiron 15 3000 (3593) Laptop.
Not sure if it is relevant, but my Bluetooth disappeared right after updating - Qualcomm QCA61x4A/QCA9377 Wi-Fi and Bluetooth Driver - A45 - 98.71 MB - Critical through SupportAssist.

I am also asking dell to further take a deep look into this problem whether is a power issue or driver issue. A permanent solution is highly appreciated

I've had this same problem going all the back to December 2019 when I first got the laptop. When my 3593 was under warranty and I could get support, the techs would normally reinstall the BIOS and/or the combo Bluetooth/Wifi driver. Bluetooth died for me again today for about the 10th time since I've owned this laptop. I tried reinstalling BIOS and Bluetooth/Wifi driver. It didn't help.
I also tried your solution of going into Device Manager, disabling the USB device that said "Device Descriptor Failed", Uninstalling the USB 3.0/3.1 controller, then scanning for hardware changes. That didn't help either.
I bought the laptop at Costco, and hopefully it's still under Costco's extended warranty. I'm tired of Bluetooth just up and dying on my laptop. Hopefully I can exchange this defective laptop for a brand and model of laptop, that you know, just actually WORKS! It's ridiculous that Dell knowingly sells laptops that contain known buggy/broken hardware!

This is a BIG BIG Bug with QCA9377 !!!!
Releasing the static charge (by holding powerbuton) is the only solution.
do not opt for this wifi chip.

Followed these steps (without disabling just uninstalled) and this worked Dell XPS 9300
Thankyou!
The unknown USB Device is now gone, and I have Bluetooth again.

Good luck, I hope this works for you. I had this happen on my Inspiron 16 7610 with the fingerprint sensor (which was apparently connected to an internal USB port). It would intermittently connect and disconnect, which resulted in me opening a ticket. It persisted through several separate Windows 10 and 11 installations, which is how I knew it was a hardware-related problem.
I later had that laptop replaced with a refurb (also the infamous trackpad defect going on too), my new one has no issues with it, though.
