Possible clue - my power plans have disappeared, and the "Dell" one which remains is missing a lot of settings - I can't choose anything other then "Intel(R) Graphics Power Plan", where there used to be settings such as Processor Usage, and something about AMD Power settings.

I can't create a new plan either, because "The system cannot find the file specified".

I'm also having problems with some control panel settings not responding.

Anyone else?

Hi. After updating the OS to Windows 8.1 on my Dell Inspiron 15r 5521, I downloaded the 13.11 mobiltiy beta from the amd website as the one available from the Dell support site doesn't work and that solved the problem of the laptop not using the Radeon HD 8730M for games.

Salut sypurk,

I found solution.

I am strongly apologize for my terrible English.

I tried several drivers and even UnifL and all of them cannot change situation (now i can 99% say that problems not in drivers).

First

You should install drivers from dell. (As for me, i use UntiL driver, but that's does not matter).

Notice: As it said in driver-file description you must setup intel HD 4000 drivers first, and then install AMD radeon HD 8730M driver. (I cannot say that it is really important, but better do it in this way)

Second

Notice: I do not know how exactly menu buttons called in ENG version of Windows 8.1 (my is RUS), so button's names given in this text by me can be different from reality (but close enough :emotion-1:)

Go to Control Panel -> System and Security -> Power Options

Here tic High Performance (after that my system started working pretty well and video card start working in games)

Third

After that video problem should disappear, but can occur problem with FAN (6000 rpm all the time), to prevent it:

From this step i do not sure about names

Tic Change plan settings (blue text near High Performance) and here tic Change additional settings.

In opened window find Processor power management, tic "+" near, change Policy cooling system to Passive and Minimum processor state to 5%.

That's all.

Also better update BIOS to A12 and forget about  Energy economy plan.

I did not find which option of power plan led to problems but it seems that my notebook (DELL Inspiron 5521) can't work in Energy economy plan without problems.

All it strange and simple, but as for me it worked fine. :emotion-1:

After updating to Windows 8.1 Energy economy plan was set automatically and it seems to be only problem!

Hope it help you.
