The system has a corrupt firmware  and is trying recovery mode.  Your system should support BIOS recovery -- for instructions on how to use that feature, see here

There’s a catch it can’t restart or turn on so it stays on 24/7 and I tired that yesterday but it started blinking

If you have tried and failed with the BIOS recovery, it's time to decide whether replacing the system board makes economic sense.  They're into the $350-450 range depending on the CPU, and this system is about five years old -- particularly if you must pay for the labor to replace a board, it may make more sense to replace the system rather than repair this one.

The laptop never goes off as it starts blinking and I tried it but blinking starts I’ll send you a picture

My laptop does not support bios recovery as I changed primary hard drive a month ago. It starts blinking but nothing appears. I’ll have to buy a new system thanks for your trouble
