I have the same issue on two different Dell Latitude 7490's. Both have the latest Thunderbolt controller software installed, 17.4.79.510 A12, and both are running the latest BIOS, 1.18.0. I have also tried older controller firmware updates, and they give the same error message.
I've gone through every thing in that link with the exception of enabling Thunderbolt in the Bios as its grayed out. I assume that because my 7480 doesn't have it.
Is there any way forward to install this, or how can I get the Dell Command Update to not present this as being needed for my laptop.

These troubleshooting steps in this link here should be help with this. From what I can tell this looks to have resolved the issue.

The dock is running the newest firmware, updating the dock was what caused it to dysfunction
After the update the dock sometimes works but most of the time it does not.
