Memory Speed -Latitude 6410
I purchased from Dell 2 modules of 4GB of memory as an upgrade.
Dell SNPX830DC/4G- 1333MHZ.
But when I installed it and checked the install by going to F2 the speed was only 1067MHz..
I am running Windows 7- 64.
Did I get ripped of?
Is this a material difference?

No.
The ram is running at the max speed speed supported by the system board. It will accept faster modules but run them at the supported speed.

Depends on the CPU - if you have an i5 or i3, the speed will go no higher than that. You must have an i7 to run RAM at 1333 MHz.

Might be out of date but the spec sheet above suggests that E6410 is always max 1066MHz. E6510 depends on installed CPU type.

What model i7?
i7 2 core seem to be 800MHz and/or 1066MHz.
i7 4 core seem to be 1333/1066MHz
My guess is that all is well with your ram.
