Monitor Won't turn on Blinking Green Light

Model # E173FPb (I think) 17" flat panel
 
Went to turn it on today and just blinking green.  Checked all cables, unplugged and plugged back in, then held power button and still nothing.  Doesnt matter if CPU is on or off
 
 
Any suggestions

I am working on a monitor with a similar problem. Troubleshooting revealed a damaged component PF751 (split open and smell of smoke). Unfortunately I have been unsuccessful at determining what exactly the component is. All other parts appear to be OK - no bulging caps, damaged IC's/transistors, or any other apparent causes of overload. If you have a similar monitor failing for other reasons you may be able to salvage the part for replacement although it is possible that the damaged PF751 could be a secondary failure due to excessive current drain from another part - but there is no other visible damage. Alternatively, replacing the entire board may be the fix. All this hinges on having another monitor to cannibalize.

I hope this sheds some light on the problem or perhaps can lead to narrowing the fault to a specific area of the board.

I also have a similar problem, and am wondering if the suggestions made above or possibly something simpler could be the solution.

(1) Normal operating state for my broken monitor:
-Power light flashes green
-When light flashes green, screen flashes with some very faint brightness, but no image can be seen (even using a flashlight as has been suggested elsewhere).

What gives me hope for something simpler is that until recently, this could be "fixed" by jiggling the power cord and pushing it up and back.  Then the monitor worked without problems.  Also, the image can still be seen clearly for a short time when the monitor is turned off and back on as in (2).

(2) Monitor off/on event:
-If power button is held for a few seconds, the monitor turns off (both the monitor and the power light do nothing). 
-When the power button is pressed again it turns back on, the power light goes green for about 1 second, and the image on the screen flashes clearly once.
-Then the monitor returns to the state described in (1).

(3) Monitor Self Test Feature Check suggested above (video connections unplugged, only the power cord connected to the monitor):
-Same behavior as (1).  The floating red/green/blue/white dialog box does not appear, not even for a moment when the monitor is turned off and back on as in (2).

I believe that the results of the Feature Check in (3) would point me to replacing the monitor, but am wondering if there might be a way to save it.  Any ideas?

My monitor won't respond at all. It won't turn off. The light just keeps blinking.
