Do you actually notice any difference in the surfing speed? Is it significantly slower? The thing about an internet connection is the speed isnt constant, and isnt always correct with the speed thats reported... especially in dial-up.
 
A bad modem is always hard to diagnose, in my experience they never just quit working. Its real intermittent so its hard to tell whether one is truly bad or not. Although it sounds like youve done some work through your ISP as far as resetting connection settings which "should" take care of any software issues.
 
See if you can find a small speed test to run somewhere online for dial-up. I know www.dslreports.com has them for broadband but they would take a bit of time to do on dial-up.

I have had the same problem with my new Dimension E510 since day one, 02/04/06.. I am using same service as old Dell and connection speed has never been as fast, surfing the net is maddening and downloading a nightmare.. I have called Dell techs and now they want me to reinstall Windows Media center which will remove all the software that came on my computer.  It seems several are having this problem with internet phone connections. I have the Conexant D850 modem. Have also tried different servers and have same problem...

I have the same problem with my new Dell E510. I can connect my Dell laptop using the came phone cable and location and get a good connection and good download speeds.

Dell has sent a tech out to install a new modem and drivers, but still same old slow connect speeds, and slow downloads.

I wish I had not given my old Dell away because I would sure go back to it for faster movement on the internet.

I spent good money to be bigger better and faster but it seems as it was money not well spent.
