Capture Card not working

So I have a Dell Optiplex 3020. I have a timeleak HD74b. It shows up in BIOs as a VGA compatible device. After it boots, it does not show up in the Device Manager. I can't install a driver since it wont show up right in BIOs. IDK how to fix this. I asked Dell and they wanted my to buy a new computer after I just spent $150 on this computer. I do have a GPU installed. The BIOs is fully updated to A20. 

 

Anyone has any idea how to fix this.

By any chance did you click on Update Hardware in Device Manager?

Not showing up right in BIOS - Not quite sure what you mean by that or how it's showing up.  Try replacing the size 2032 CMOS battery if it's 5+ years old.

Yes. Ive check the Device Manager and checked for update hardware nothing. Even selected show hidden devices and nothing.  As what i mean for the BIOs, Like say if I was to insert a WIFI card in BIOs information it shows as a Wi-Fi device in plugged in. 

 

Ive reset the Bios and removed and updated the COMs battery and still nothing.

I have not tried another one yet  if this one didn't work. And yes it works in a different pc. It shows up in BIOs and Device Manager. 

It is getting power, The HDMI pass-through is working but it just wont properly work.

Any way to try a different video capture card or was the current one working in a different PC?

timeleak HD74 is an ancient card from 2004 that only had drivers for WIN98 XP VISTA 7 by 2009.

This chinese card is not supported by Dell or Microsoft and does not have 64 bit DCH drivers for WIN10 or Win11 and therefore also has ZERO certificates in bios so its not working at all EVER in a newer system with secure boot, ELAM, UEFI class3.

But I had mines set as a legacy mode first and it still did not work before re-installing Win10 as UEFI mode.  And the driver is irrelevant if my BIOs is not picking it up. 

I had it in a Dell Precision T5500 which was running Win10 and it worked just fine. It works also in a Dell OptiPlex 755. Yes I know they are older systems. @speedstep

3020 7020 9020 models have UEFI Class 2.3.1 bios with ELAM and Security Certificates in bios along with PCI-E 3 bus.   Current supported versions of windows 10 and 11  REQUIRE WHQL certification of drivers,  DCH Drivers specifically, and hardware  REQUIRES certificate in bios or it will not load.

That combined with the fact that the card is PCI-E version 1.1  not 3.0 means it does not support 128b/130b line code its still using 8b/10b line code.

This is known problem since 2009.  Fitting into a slot DOES NOT Guarantee compatability.   Older Line code and bus speed are NOT SUPPORTED on newer SYSTEMS.

Why PCI-E 1.1 cards are not seen and will never be. This hardware is not supported by DELL or Microsoft and Never Will be.  T5500 and Optiplex 755 are not UEFI nor are they PCI-E 3.0 systems.
