Dell Optiplex 3050 Won't Start

I've got a Dell Optiplex 3050 SFF desktop that won't start. It is getting power but when I turn the computer on (at the wall), the power button light comes on briefly but then the whole computer then goes dark about 5 seconds later. Pressing the power button won't start the computer. Pressing and holding the power button while it is lit causes it to switch itself off. The only thing I can do is unplug the computer from the wall and plug back in to try again.

I've tried replacing the CMOS battery, power supply and RAM but these have made no improvements. If I remove the RAM the computer beeps and it does not go dark after 5 seconds. I'm wondering if the motherboard has failed.

Any advice appreciated.

try a Dell BIST of psu

psu BIST

  1. How to run self-test using the button on the PSU
  2. Turn off the computer.
  3. Press the BIST button and verify if the LED turns on.
  4. The LED must be solid and not flickering or flashing. The power supply fan turns on. If the PSU fan does not spin correctly, consider the built-in self-test as failed even if the LED lights up.
    1. If the BIST LED turns on, the power supply is delivering power to the computer.
    2. If the BIST LED does not turn on or the PSU fan does not spin correctly, the power supply is not delivering power to the computer. Disconnect and reconnect the power cable to computer and try again.

  3. Disconnect the power cable from the PSU, and wait for 15 to 20 seconds.
  4. After 15 to 20 seconds, connect the power cable to the computer.
  5. The LED light turns on for 3 seconds and then turns off.
    1. If the BIST LED turns on, the power supply is delivering power to the computer.
    2. If the BIST LED does not turn on or the PSU fan does not spin correctly, the power supply is not delivering power to the computer. Disconnect and reconnect the power cable to computer and try again.

@Jebear1 tried replacing the PSU.

@redxps630 mentioned BIOS reset via the blue jumper.  How to Perform a BIOS or CMOS Reset and Clear the NVRAM on Dell Computers
