You did not state which form factor 7010 you have. But that aside, the 660Ti needs 2 x 6 pin connectors and a 450W PSU. The 7010 systems have (depending on the form factor) anywhere between a 200W and 275W PSU. That would indicate that you do not have enough PSU power. The specs are listed here. This forum post has a bit more information, and note it relates to the DT form factor.
From what I can tell in the picture, I believe it does not have the connectors you require. Just a word of advice though. That appears to be a generic unbranded PSU. The PSU is the heart of your system and the last place to skimp on quality or price is the PSU. I strongly advise you to buy a quality name brand PSU. Something that is at least 80 plus Bronze and preferably Silver or Gold. The cost will be higher but the PSU will be dependable and many of the name brand PSUs have at least 5 year and some 10 year warranties. And yes they will have the proper GPU connectors. This is an example and these are the specs. And you can see that it does have the connectors you require.
Typically when cpu power reaches 460w level it has to have at least one 6 pin gpu power connector. Otherwise there is not way to distribute its power. There is risk of getting a psu that no one has heard of, or is too cheap to be trustworthy.
I just checked again I thought I had a gtx 660 ti but its the normal one the gtx 660 so I just need one 6-pin connector. So is the one I shown compatible then?

Generic power supplies that are 18 pounds are likely to fry and die killing everything.
I absolutely do not recommend that unit.
There is a reason that EVGA 700BR is 90 pounds.
