For minimum requirement without discrete video card, upgrade to i7-3770 cpu and 8 gb ram. The Intel HD Graphics 4000 (GT2) is a processor graphics card that is included in the Ivy Bridge processors of 2012 (3rd generation of core, e.g. Core i7-3770). Your i5-3470 has Intel HD graphics 2500 below minimum iGPU requirement.
For recommended spec keep i5-3470 but add GTX 1050. This card has recommended psu of 300W (recommendation based on i7) but if you keep i5, 250W is probably okay. upgrade ram to 8 gb.
Since you have a 250w PSU, I take it you have the DT model.
Yes, your 7010 can take a 75w RX 560. Make sure it's the LP (low profile) version. Just one of many examples of smaller Optiplex's taking 75w GPU cards: Optiplex 7010 SFF + GTX 1650 +.YouTube SFF has 240w PSU. One can put in YouTube's search bar - "optiplex 7010 dt GTX 1050" or "optiplex 7010 dt GTX 1650" and many examples come up.

Remember make sure any card you use is LP or comes with LP bracket.
Check out the bottleneck stats:
You'd still get full use out of the RX 560, as it's not the CPU that's bottlenecking the GPU. But the GTX 1050 ti is better.
