It sounds like the lack of a dedicated GPU and the older specs might be impacting your ability to run applications like Discord and Roblox smoothly, especially with just 8GB of RAM and a traditional HDD.

It can be turned into a good PC with an i7-4790, 16GB RAM (total) and a 53w RX 6400 that can play games like Fortnite and Minecraft. Have OS on an SSD and wipe the HDD to use for storage if your system has room for a 3.5" HDD and an SSD.
Suggesting a lower-watt GPU because it's not said what form factor/size your 9020 is, so I don't know what PSU you have. Note that USFF and micro don't have expansion slots for GPU's.![]()

You also said sometimes it doesn't turn on, just makes a beep noise. The 9020 was introduced in 2013. Try replacing the size 2032 CMOS battery. If that doesn't do the trick, do a BIOS reset via the blue jumper on MB method.
I also moved this thread to the correct Optiplex forum.

It can still do more than just basic apps like my previous 7010 did.
I also already mentioned the battery and doing a BIOS reset.
