I have a Dell Optiplex 380 and it doesn't turn on, just really long orange light on power button.
It's only turn on when holding the back button and it shows number 3 4 with beeping sound + really loud fan noise.
I upgraded the RAM from 2GB into 4GB.. I got those RAM by my friend, he's using optiplex 380 DT too...
Please help me... Is it problem with PSU or RAM or Processor? Cuz I reseat the processor recently

Try replace cmos battery with a new battery and clear cmos settings via motherboard RTCRST jumper.

So what the problem actually? What is RTCRST jumper and how to do it?
I remembered, someone pranked me cutting off green wire of PSU cables, I accidentally turn on the PC that time and then I tape it back.
