Did you leave the battery out of the system for 15 minutes before installing a new battery?

I tried the "clear the BIOS, CMOS, or NVRAM using a jumper" 
and
"clear the BIOS, CMOS, or NVRAM by reseating the CMOS battery."
problem is still there

Shoot, sorry too see troubleshooting steps aren't working.  There's not too many steps for date/time not working.  Sounds like there may be something wrong with CMOS itself (corrupted?).  If there is, that takes motherboard replacement as far as I know.  Or you'd end having to hit F1 to continue every time for every boot.

Another option is the "Get help now" button on the lower right of the screen.

Update the bios ?
good idea/bad idea?  in this scenario

One could try updating it.  May be with any luck, it will cure the date/time problem.  However, I can't make any guarantees.  If BIOS isn't working properly, attempting to update it may brick the MB.  Another "however," good news is the 3060 also has BIOS recovery in case of such an incident.  BIOS Recovery Steps for a No Post issue on OptiPlex
