There are several versions of the 15 year old 380. Which one do you have? Desktop, Small Form Factor, Mini Tower? The best upgrade for the old 380 is to buy a new or newer computer. Dell does not even list the manual for it. It is an XP- Win 7 model--all obsolete unsupported operating systems. Why not save the upgrade expense and use it as is (offline for safety) until you can replace it?

Optiplex 380 Tech Guide

Yes, the Q9650 and GT 710 will work in it.  Be sure to get the LP (low profile) version of GT 710 if you have a DT or SFF..  A GT 1030 would go better with your CPU.  Please see screengrabs below.

As for the RAM, I'm going to let you research that one in Dell Community and/or the Tech Guide.  In the Tech Guide, use "memory" for a search term until you get to the memory table.  In Dell Community, try "380 RAM" for search term."  Questions, including RAM, have been asked on the 380 in Dell Community for 15 years.  I'm not for certain though that the 380 is 15 yrs. old, it's not on any age charts I have, but I'm sure it's up there and Mary is probably right.  On the same chart, there is a Precision 380 that's 15 yrs. old.

From PC Builds:

The good news since it's the GT 710 that's a little weaker, and not the CPU that's weaker and bottlenecking the CPU, you'll still get max performance out of the GT 710.

Regular size print:  The 380 didn't come in a USFF.  USFF's can't take GPU cards.

I meant to say - ...it's not in my age charts...
