Optiplex 7010 won't turn boot

My Optiplex 7010 (end of life) won't start turning on

-Already tried the BIST test, PSU fan and Pc fans work while bist led turns on

-LED diagnostic Test - 2, 3 amber light and not turning on

-Tried replacing cmos and ram stick (still won't work)

From A Reference Guide to the Dell OptiPlex Diagnostic Indicators:

2, 3 two blinks followed by a short pause, three blinks, long pause, then repeats. Bad Motherboard, Memory, or Processor 

If you can troubleshoot, narrow down the issue by reseating the memory and swapping a known working memory module, if available.

If nothing works, replace the motherboard, memory, or processor.

A bad PSU on its way out can still spin the fans when test button is pressed.  But I'm not sure that's it.  RAM goes out a little more often than an MB.  Rarer it's an MB problem, but not impossible.  Used/refurb MB's are cheap on eBay for the 7010.  CPU going out is rarer than MB going out.

What did you try on it for new RAM?

2012 optiplex 7010 2,3 led = bad motherboard or ram

try a verified working ddr3 ram (single stick).

If you already replaced cmos battery w a new one, then try clear cmos setting by motherboard jumper

Replace cmos battery w a new one;

Clear cmos settings via motherboard jumper

Redxps calls is clearing CMOS.  I call it BIOS reset.  Don't forget to do a BIOS reset as redxps suggested.

@bradthetechnut​ It was a refurbished 2x4 ram. Does a barebone desktop same model will work if it is swapped from mb?

@bradthetechnut​ So I saw a pc unit seller in facebook marketplace - It was a seller of a barebone desktop unit (only mb & psu, no hdd & ram and different processor) same model in a cheaper price that I can afford. Will buying a unit from there and swapping out the parts suffice?

Thanks for the replies and tech tips! @redxps630 and @bradthetechnut . Turns out it was a ram stick problem. Before, I tested all of the ram stick nilly willy without order (the reason why it still not works after many tries). But now I tested all of the ram one by one until I got through the source of the problem, one singular 4g of ram. Thanks so much for the fix tips
