Optiplex 7470 AIO How to add UEFI boot from USB?

I need to boot Dell Optiplex 7470 AIO. I have already an USB drive prepared with Rufus. The same USB has worked with other computer earlier, but this computer does not give an option to use USB Storage Device for UEFI boot, the only choise is Windows Boot Manager.
How can I add a new boot option?

With flash drive installed:  1. It won't just boot from it?  2. If you immediately and repeatedly press F12 upon startup, flash drive (or USB device), doesn't show?  3. What OS are you trying to install?

On a working PC, make a bootable flash drive from the Microsoft site.

The prepared USB is inserted before turning the computer on.

With F2 I get

And with F12 I get
I am using Family history center edition of the Windows 10 x64 Pro v7. This has previously worked fine.

Strange normally with F2 you boot into the UEFI(BIOS) page and with F12 the boot sequence page.  I am sure you have it reversed !

It might be Rufus.  Another user had the same problem with a different Dell.

Was BIOS in Legacy mode when the bootable flash drive was made?

@bradthetechnut​ The BIOS was in UEFI mode when the flash drive was made. Also the same flash drive worked fine with other computer after trying to re-image this computer. so the flash drive seems to be ok.

How old or new is your 7470?  If it's 5+ years old, replace the size 2032 CMOS battery.  Bad batteries cause boot problems, BIOS problems, and so on.  My Precision 3620 wouldn't even see an SSD to load on until I replaced a bad battery.

@Heiku​ Try plugging your USB drive in another USB port and see if it will detect it.  I would also reset the BIOS and see if it will detect it after it reboots again.

2 good points by @EdT586 .  Try a USB 2.0 port if it's not working from a 3.0 port 

When I remember to mention resetting BIOS, I like to include:  How to Perform a BIOS or CMOS Reset and Clear the NVRAM on Dell Computers
