The best upgrades can be used forward or even to build a new system with modern parts.
The most money should go to a PCI-E GPU with 2gigs or more ram.
Best single slot unit that fits into the case is Quadro RTX 4000 being around $800 to $1200 depending on who is scalping it. A bit lower down on the totem poll is the YESTON RX550 quad HDMI card. Lower than that is a low profile GT1030 2 GIG video card. Most others are needing a new case and power supply for more room which you can do. That also makes it so that you can buy a very modern CPU and GPU later on re using the case and power supply.
People who did not listen to me and buy a GT1030 when they were $80 a few years ago are likely wondering when they will come down again. I say not for 2 or 3 more years. GT1030 cards tend to be $165 or more.
So when I advise my clients on upgrading I give them several target parts.
You can also be strategic in your buys by Buying used but 2 generations up from where you are now. That would be a Precision T1700 Tower with XEON Processor. Optional 365w power supply is a bonus but not guaranteed. T1700 also makes it possible to do windows 11 without a lot of effort.
Your "2 Gen Upgrade" is Bad! Worse Processor Worse Max Ram So Sorry but no, the psus you supplied won't work, and the gpu is not rated well. you should look a little deeper next time.
