Video card
Hello All,
my dell 780 (8 GB Ram) is connected via AMD Radeon HD 6450 card (2 GB) to my smart TV. when i play a large video file with VLC, the movie is lagging, jumping or cant play at all.
when i play a 4K youtube, the video buffers but it is perfect when i chromecast it.
please advice how to improve.

The specific GT1030 I recommended is made by MSI and is GDDR5 and Sold by dell.

will changing to a better motherboard in the same box be possible? and which one ? along with your suggested GPU.
another thing may i ask: i have 3 1TB Hdd attached. i see my window tabs very slow to refresh itself and below i see wating for cache..

Your 780 supports core2 duo or core2 quad cpu. they are quite old and slow cpu which will bottleneck modern video card.
To enable Netflix 4k UHD playback you need a GPU with at least 3 GB VRAM.
For Nvidia video card, the following is required: GeForce GTX 1050 or greater with minimum 3GB memory
For AMD: RX470, 480, 570, 580
your TV display and graphics card need to support HDMI or display port 1.3. and you need 25Mbps (or faster) internet connection.

Unfortunately you can not upgrade motherboard in that 780 case because 780 is the last Dell optiplex model to use BTX motherboard. So your 780 case is a BTX case incompatible w any modern ATX motherboard. This is like British way of driving on left side of road vs American way on right. The B and A are mirror image and totally incompatible. If you want to game better, switch to optiplex 790 or higher, although all optiplex are business class pc not designed for gaming.
If your system is too slow, and you think it used to be faster in same system, try CC cleaner to delete temp files etc. see if that makes difference. If still bad consider back up files then do clean install of Windows.

There is a deceptive Nvidia version of gt1030 that uses gddr4 vram which is considered scam and trash.

Yes, if you don't buy the GT1030 directly from Dell, it may not work in Dell computers. Dell bios may not accept it.
I looked at a few of these GT1030 cards, and they look OK (if bought from Dell, not fakes). But I thought they were VERY expensive. Not sure if they are a good choice, but they are highly rock star approved, so at least that's very comforting.

What CPU (processor) do you have? While I've referenced YouTube videos myself they don't, and probably rarely, say what CPU they're using. With knowing the CPU, we can check bottleneck, which can restrict FPS. We can also suggest a GPU with the least amount of bottleneck with your CPU if necessary.

Thats wrong. You can buy GT1030 from any vendor.
GT1030 from dell is not going to be fake.

Beware of ANY gpu that sells for $30 to $50 dollars claiming to be GT1030 or GTX1050 etc.
MINI Tower models can use GT1030 that has higher clock and bigger fan.

The entire Pascal line is more expensive than it started out because of digital coin mining and the trade war.
Retail GT1030 is never a waste because you can use it to play games and move it from your old dell to any new dell because its PCI-E.
HOWEVER only the single slot Low Profile units fit into ALL DELL MODELS except USFF which has no slots.
Only the OEM version works with secure boot Dell bios.
The Nvidia cards UP TO Pascal work in Dell models from 2006 to now.
NON OEM Dell cards require secure boot off.
This is a non issue with older dells because they do not have UEFI bios.
The cards I have recommended work in ALL DELL Models that have PCI-E 2.X bus or newer. Which would be as early as Optiplex GX620 or XPS 400.
Thats what the guy in the video below has is an XPS 400 from 2006.

It is the finest video card in the entire universe ... if you can afford it.
It comes highly recommended, and works in almost all dells.
All rock stars stand behind it, even if you didn't buy from dell, though you really should get the official dell version to be safe. And the bonus here is that it won't have conflicts with secure boot.
You can just plug'er in and let'er rip.

Normally, I can Google bottleneck with something like, "e8500 AMD Radeon HD 6450 bottleneck," then click or tap on the option that's PC Builds. Things can also be entered manually into PC Builds. But with that combo, I had a lack of cooperation getting those things to come up like I expected. What we do know is the combo isn't working for you.
Depending on what your budget is, the 780 goes back to 2010. Newer refurb Optiplex's are quite reasonable, though I don't know what you pay in Saudi Arabia.
I'm suggesting you upgrade the CPU to a quad, with the Intel Core 2 Quad Q9650 3.0GHz being the top listed CPU for your 780. On eBay in the U.S., they run around $40. Quad models just below it can bring the price down dramatically.
A couple of scenarios from PC Builds:
Intel Core2 Quad Q9650 (Clock speed at 100%) with NVIDIA GeForce GT 1030 (Clock speed at 100%) x1 will produce 23.03% of bottleneck. Everything over 10% is considered as bottleneck.
Graphic card and processor will work great together:
Intel Core2 Quad Q9650 (Clock speed at 100%) with NVIDIA GeForce GTX 750 Ti (Clock speed at 100%) x1 will produce only 2.71% of bottleneck.
