Hi Vijay,
Can you check whether your primary MDM is actually running on 10.146.9.219 and you can connect to it using SCLI?

Support team,
we need to check the file gatewayUser.properties in the Gateway VM, and have the correct system.id added.
To find the system.id we shall run scli --query_all from primary MDM.
After adding system.id in the config file in Gateway VM and restart gateway services. This will resolve this issue.
