So far I've been in contact with Dell representatives in private, and they insist it's "working as intended" despite all evidence proving otherwise. So, buyer's beware.

And they've officially declared this as "working as inteded", and refuse to further escalate or fix the problem.
The official position is "well you can use PCRs 0, 2, 4 and 11 so do that", redirected me to https://dell.to/3Epah3e. All despite spite this being a Windows 10-certified laptop and thus being required by Microsoft's certification program to support Bitlocker with PCR 7.
So, if you're looking for a standards-compliant machine, Dell does not seem to be the choice to make.
