Dell Precision 5530 - Overheating

My Dell Precision 5530  is overheating, Dell have already replaced two times the motherboard and fans. They are requesting to perform a third replacement, which is totally unlogic for an workstation. I requested for a replacement of the equipment, since it has 40º at the computer surface. 

I started talking with the International Support, and they initially suggested a replacement of the SSD, nevertheless, when performing the replacement they forgot the SSD and only performed the motherboard. So, then I contacted the International Support, and they moved me to the Portuguese support, where they intend to replace again the motherboard about 2 months later, and now they say that there is no issue with SSD. Basically, each support is saying totally different points. 

Moreover, the Portuguese support indicated that the replacement of the equipment is not possible, since I bought it in Belgium. Totally unlogic, considering the European legislations for the warranty. Moreover, I think that Dell is an international brand and not a Belgiam brand. 

I'm in this situation during the last 6 months, and Dell is really affecting my work. 

I'm trying to contact the quality department, since Dell technical members only answer standard e-mails and do not answer to requested information from the user. 

The summer will start in a few months, and then I will need to use gloves to use my computer. 

Really bad experience with this brand.

After sending several e-mails to the Dell-Cares using private message to try solve this issue, I'm now receiving the message "You have reached the limit for number of private messages that you can send for now. Please try again later." So, basically, I'm unable to answer the raised questions. Really bad job.

The CPU temperature on current Intel chips is 100 C max -- so it's not exactly unexpected to see 40 C at the palmrest (particularly the black portion).

What is your CPU temperature when the palmrest shows what you've photographed?

My Dell Precision after 2 replacements of motherboard is achieving 40 degrees at the surface (environment temperature is 15ºC). According to Dell, this is normal and expected. Is anyone detecting the same issue? I'm wondering if Dell can provide me special gloves to use the computer.

40ºC at surface is acceptable for you?

Basically, when using the computer, you need gloves. Is this also acceptable?

Hi there, i think i found solution.

I've been trying for month, to repaste it, clean it, and never thought that its factory overclock issue. Don't know if they turn it on by default, but mine was refurbished computer, so that it could be turned on by someone before.

Just disable that freaking turboboost in BIOS/UEFI.

I experienced that it gets so hot even on half of CPU usage, but then i saw its clocked like 1GHz higher than original CPU clock.

So I immediately went to BIOS to see wether some overclock had been set up.

And I saw this Intel Turboboost, disabled it and now I get 20° lower temperatures. No performance change. Probably it will be somehow slower, but who wants to push CPU to its limits to fire computer up, or just let it work on its pretended clock and be in stable temperatures.

For my Dell 5530 , I have also overheating issue. Applied @Pechy's  solution. I will update if it works for me also.

Dell Latitude 5530: The paint on some of the keyboard keys blistered and peeled off due to excessive heat. The system locks up or reboots spontaneously. Sometimes it gets so hot it won't restart until it has cooled off for a while. The system has been sent back for repairs for a second time.
