Dell Precision 7730 Slow Startup (Before OS)
Specs
Model: Dell 7730
RAM: 24 GB
CPU: i9-8950HK
GPU: Intel UHD 630 -- No Dedicated Graphics Card
Storage: Samsung 980 1TB NVMe

I bought this laptop few weeks ago. As seen in the video, it takes 6 seconds after pressing the power button for screen to come up. Then, it stays at Dell Boot Logo for multiple seconds (16 seconds) and then yield controls to the bootloader. I ran the diagnostic test and everything is fine. It is surprise to me because previously I used Dell M4700 and its startup was much faster.

Unfortunately, no. I tried tweaking options in BIOS but to no avail.

Yes. It is very much UEFI-capable and UEFI is enabled.
I am running Arch Linux dual boot with Windows 11. The problem was even there when I got the laptop with only Windows 10 installed with 16GBs of RAM. I put the extra RAM myself but the issue precedes the installation of extra RAM.
I tried it with no monitor and USBs, same results.
Not sure about the extra pre-boot checks...

Sounds like the laptop is taking a while to Post. Are you sure it's UEFI-capable and you have it in UEFI-Mode?
Have you tried the other BIOS options for pre-boot checks?
Have you tried it with nothing attached like no monitors or USB-anything ?
EDIT
24gb ram sounds weird. Is it 8gb DIMMs x3 in Tri-Channel ?

Another data point: disabling support assist in the BIOS does not help either. Finally I wiped the disk and reinstalled from a microsoft windows installer (not the Dell one) and this made no difference either. Very frustrating compared to my Lenovo Yoga which takes seconds from switch on to logon prompt!

I did various random things and I think it made some difference.
I disabled WWAN/GPS & Bluetooth because I don't need them. Then, I disabled the TPM and on next boot enable it back again (because it is required for Windows 11).
I think disabling and enabling TPM made the difference.
I can't say it is at its optimal boot speed, but still better than before.

Same issue in my 7730 workstation. Dreadfully slow to boot to OS. Have disabled all pre-boot checks. My Lenovo Yoga is like a light switch, OFF and then ON within seconds.
My only guess is that the SSD that the unit had originally was a hybrid where one part was used to store the OS in a suspended state so it would come on almost instantly. However I have since upgraded the SSD.
This being said, I did the same on my Lenovo with no noticeable difference in Boot to OS speed.
Overall, not impressed.
