Dell Precision M4800
Hi, I own a Dell Precision M4800 with 16GB DDR3 1600mhz RAM. It’s supposed to support up to 32GB 1600mhz RAM, but when I insert 8GB into the ram slot, the laptop doesn’t boot. Is there some hidden setting I need to enable?

No hidden setting. But, you need to use compatible RAM.
And, according to Dell, it's dependent upon your processor (you didn't state your processor, so I cannot know):
"Only the bottom DIMM slots (Memory Slots A & B) are functional when Intel Core i5 or Dual Core i7 processors are installed." The other slots are functional only with the Quad Core processors.
You also must insert the RAM properly, firmly and all the way in, at a 30° angle.
Whenever touching components or working inside a computer, wear a grounded wrist strap, also called anti-static wrist strap, ESD wrist strap, or ground bracelet. I know many people do such work without this, but it's a cheap and sensible precaution.
