M2800 graphics card OpenGL version below 1.5?

I am trying to use the application kiCAD to route a PCB, but it complains that my version of openGL is less than 1.5. It seems OpenGL was released July 29, 2003. This Dell M2800 was released many years after it.

I have tried the No decent GPU driver available for M2800 fix. If I use latest AMD drivers then the AMD FirePro W4170M shows up as a AMD Radeon HD 8790M, and does not work at all. At least windows boots with the fix.

So then I use the Dell AMD FirePro Graphics Driver and it is too old to work with apps made beyond 2003. Common Dell, these laptops were released in about 2014. It was outdated when these laptops were released. The image painted about this laptop when I first got it was a professional work station for CAD. Its been nothing but head aches trying to get it to work. So many hours of slow working, because I am using the Intel built in graphics for CAD work.
