This gives lots of details, especially about the power settings which I found to be set very high so that even with moderate loads the processor cores were reaching T-junction temperature of 100degC and the processor was Thermal Throttling almost constantly. The BIOS power settings are PL1 75W PL2 135W. Using this tool I have been able to reduce the settings so that the processor cores do not reach the 100degC but run at a more acceptable level of 80-90deg without losing too much power and the system now more safely and less stressfully power throttles
The Intel site also has quite a lot of information about their recommended power and temperature settings for individual processors. I found the details for my chip at

I have posted to this site but it is as yet unresolved
