Precision 5520, external drive, WHEA-Logger error
Same behavior on a DELL Precision 5520 with two different HDDs connect by USB-C/ Thunderbolt. Probably also other devices connected by Thunderbolt will cause issues. This occurs since Windows 10 May Update (2004). I verified this because after rolling back to the previous windows version, it works as expected.

Here are some things to try to resolve your issue:
1. Update the System Bios (Most recent includes an update the "Power Delivery firmware"
2. Update the Thunderbolt Firmware.
3. Update the Thunderbolt Controller Driver
4. Check for and update the firmware on your portable drives if available.
