Precision 5530 front LED blinks 2 yellow 7 white

I have 2 amber, 7 white LED light error code on my 5530 and the issue was not related to LCD (Dell tried replacing it).  It also does not appear related to the mother board / processor as some error code interpreters indicate.

The issue appears to be related to a BIOS bug.  Dell states as much here:

However, I am running BIOS version 1.13 and the bug persists.  

The issue I encounter happens when I plug my powered off laptop into the dock.  When dock power is applied my laptop will automatically power up.  On startup BIOS will look for display.  If the laptop is closed if will try to detect any external monitor.  This is when the error occurs.  

Resolution:  Until Dell issues BIOS fix the resolution is to not plug your powered down laptop into the dock.

I get this 2-7 light code with a newer BIOS Version/Date: "Dell Inc. 1.17.1, 2020-07-09" when using the dock.

Mine doesn't even turn on. On switching it on, it gives this blinking. Anyone that can help?
