Precision 7760 USB C Problem NOT recognize as highspeed USB

Hi,

When I connect a dell D6000 docking station to using the USB-C port, it only recognize it as USB 2.0 device. It is noticeable that the display connects to the docking became lagging.

The Dell Support Assist show it is running at USB 2.0 speed even the port has faster speed.

However, when I use the USB-A to connect the docking, everything seems working as expected. As you can see below the docking is correctly recognize as highspeed USB

I also tried a Targus USB3 DV4k docking, the USB-C port had the same issue as connecting to the Dell D6000.  Not jus docking station, I also tried some USB-C flash drive, the USB-C port recognize it as USB 2.0 device 99% most of the time, strangely, only for one or two times, it can detect the USB-C flash drive as highspeed. 

However, when I connect the WD19DCS docking, it uses dual USB-C port to connect and the device was recognized as highspeed.

Followed this except did not reinstall the windows 10 https://www.dell.com/support/kbdoc/en-us/000135207/usb-3-0-device-is-recognized-as-usb-2-0-on-a-dell-system , this guide did not fix it.

Any suggestions would be much appreciated.
