Troubleshoot Precision 3560

I have a Precision 3560. The power light is illuminated. The number lock light is on and doesn't turn off when you press jt. It feels warm and the fan will run (not overly hot). The screen is blank. I cannot get it to power on/off. I plugged in to an external monitor. I've held the power button down for 30 seconds. It's almost like it's frozen. I have no idea what to do. Please help!

If it's frozen, hold the power button for longer. At some point the system should shut off.

After shutdown, unplug the external monitor and any other peripheral devices. 

It could be a transient Windows issue, but I would test the hardware anyway. Immediately after pressing the power button to turn on the laptop, press F12 repeatedly to enter the One Time Boot Menu, select Diagnostics and press Enter. The Dell Diagnostics will test all your hardware.

The test was done before and ended without error.
