If it's frozen, hold the power button for longer. At some point the system should shut off.
After shutdown, unplug the external monitor and any other peripheral devices.
It could be a transient Windows issue, but I would test the hardware anyway. Immediately after pressing the power button to turn on the laptop, press F12 repeatedly to enter the One Time Boot Menu, select Diagnostics and press Enter. The Dell Diagnostics will test all your hardware.
