Based on the symptoms, please check the following two things first:
Ensure that Static Content is enabled for the site in the IIS settings. In IIS 7.5 this can be found under Role Services, Common HTTP Features, Static Content.
Check the browser security settings to ensure it is at medium security or higher. If it is set to high or custom, it may be restricting javascript files that are needed for the site.
