If they're in the recycle bin, open it and remove them from there. If not, you'll need some luck and a utility package like VCom's FixIt or Symantec's Norton Utilities.
Most "programs" are made up of LOTS of individual files... some are just a single file.
Still, did you try the Recycle Bin, or the System Restore feature?

Yes , I tried all sources available . The error message when going to excel looking to download a file is : Micosoft cannot get this file even though it is there................
When I am in Excel to upgrade my files and ask to go to finances , i get an error message that says "Microsoft can not find these files " I know they are there but the program to retrieve them is missing and it is not in recycling or my programs . I started having problem when I installed a security program and obviously deleted the wrong program by accident.

What do you mean by 'deleted' the programs,
have you uninstalled, deleted .exe files etc.......?

If you have unintalled the program using the unistall file it is gone also.
