ATA 66

I'm looking to install a second hard drive and have an ata/66 card.  What are my choices limited to in selecting a hard drive or in other words what are the consequences in selecting a hard drive of ata/100 or higher.  I've heard conflicting information.

It will run at ATA66....  Any parallel ATA internal HD will work.

Along the same lines, my XPS R400 documentation states it is ATA-33. Will a WD800JB (80gb Western Digital) run OK on my old box?

It will work but I don't know if the MB will recognize the full capacity of the HD.  Make sure you buy from a store will good return policy.  Other option is to go with a 30GB HD.  The HD will default to ATA33.  You may want to check out EBAY for a PCI controller card.  The card will allow you to run at ATA100 with the 80GB HD.  Expect to pay around $10 and up.
