Can't boot from cdrom

Hi, I can't boot from the cdrom even though the boot list is correct in the bios.

 

 

I'm trying to do a restore from the cd.

You need to enter the Boot Menu upon start up.

When the Dell logo comes up, hit F12. It should enter into the boot menu. From there, you can select the cdrom.

I downloaded the latest version for bios for 1100 inspiron, not my computer says disk read failure, i tried using the cdrom/dvd drive to boot up but it doesent work. i changed it in the bios to boot from cdrom first and i also tried f12 but when i press f12 cdrom isnt even an option, please help i dont know what to do.
