cd-cdrm

I have a inspiron 4100 and the cd/cdrm doesn't recognize anything. I put in a new cd to play or dvd and it sounds like it is trying to read it but nothing happens. It doesn't matter if I put in a music or a data it doesn't start. You can hear the drive wanting to do something but it sounds like it's like stuck and won't go further.

Have you run a diagnostic on the drive (F12 from dell logo screen before windows boots up)?

I've tried and when I get to the Dell page and press f12 windows starts to boot up so I can't do anything.

Given that your CD drive does not work, this precludes running the diagnostics off the drivers and utilities CD.  Does the drive appear in the device manager in Control Panel->System?  Does Windows report that the device is working correctly?

Search for "upperfilters" and/or "lowerfilters" on this forum and follow the directions to removing them according to the directions included with many posts (you have to edit the registry to get this done).

I've tried to go to device manager and I get a message 39 and it says that it is either corrupt or it is not on the sytem. I looked in and it doesn't have it on the icons. When I go into my computer the only icons that show are local disc C and Owners documents and shared documents.
