cd drive not recognized Dimension 3000

Greetings. This Dimension 3000 was purchased new [2005], used about a dozen times, re-boxed; and, re-opened [2009], on return from overseas travel. The CD-ROM was "never used," when first opened, so not sure if ever recognized. BIOS indicates CD-ROM "not-installed." On boot-up or installation of a CD, one can see activity, by way of the bay door opening and the green light flashing away. XP does "not" see CD-ROM, either.
I went to Dell's driver download area, however, only know this is a 48x (see above, from purchase order). Not sure of the Mfr. I tried TSST 48x download. but was told there was no CD-ROM installed. I opened the tower, and all ribbons and wires appear to be secure.
Anyone have any thoughts towards CD-ROM being recognized? Thank you..

Open the system and redo the connection of the flat-ribbon
IDE cable at the back of the drive. Follow the cable to the
motherboard and redo the cable connection there also.
Close the system and power it on and see if that helps.
