Uninstall it in the Device Manager then reboot.  Windows will
detect the new drive and install it.

my computerdoes recognize the new rom but it still shows the old in device manager,leading me to believethe is a conflict between the two. sometimes that drive will read the disk other times it will not. I can us the dvd drive and any disk works. I think  I need to get the old rom out of the device manager. the old one is not installed anymore. I can not delete/uninstall it.

In the Device Manager, you should be able to right-click on the drive
and then select Uninstall.  Then when you reboot it should read and
install the new drive.

I tried that and it did not work my new one is recognized but the old on is still there. the new one works but not all the time.

So you are showing two CD-ROMs; the old and the new?  Consider clearing the NVRAM.
I do not know the model of your computer so I cannot link to the procedure.  Clearing
the NVRAM should refresh the BIOS.
