Enter the Set-up (BIOS) and see if the drive is there and Enabled.

Okay I checked my BIOS and found that:

IDE PRIMARY MASTER: IC350L060AV207-0

IDE SECONDARY MASTER:HL-DT-ST  GCE-800B

they were both listed and enabled, I went to "MYCOMPUTER", R clicked on CD-RW (D:), I went to properties, Hardware and both CD-RW and CD-DVD are there..They only thing is that my information for the secondary master had no information loaded..Ie...Capacity,Cylynder ect..I hope this is enough information to get me an answer ...

You have two CD drives.  One is the IDE Secondary Master and the other is the IDE Secondary Slave.  I the Set-up, what does it show for the IDE Secondary Slave?

 There is nothing in the IDE SECONDARY SLAVE.  They are listed as both IDE PRIMARY MASTER AND IDE SECONDARY MASTER

The IDE Primary Master is your hard drive.  The fact that only the IDE Secondary
Master shows one of the drives and not the other means the system does not see it
at all.  Shut down your system and remove the power cord.  Open the case and
check the connections to the back of the drive that is not recognized.  Check the
40-pin IDE flat ribbon cable for a bad connection or pin and check the power
connector while you are there.  Redo both connections and see if that helps.

Okay I replaced the IDE Ribbon cable this past week during all this mess..anyways  I checked and rechecked all the connections...nothing happened...so I put the old IDE Ribbon cable back in and restarted the computer and it works properly now....So I must have purchased a bad ribbon cable after removing the Upperfilter and LowerFilter.  Thank you for your help.
