My suggestion would be to perform the Dell diagnostics on your drive. The procedure is found in the CD/DVD FAQ (link below). Try running the READ test on your drive with a data CD in the drive.
Error Code 0147 Msg. error code 2000-0147 msg. : Optical Drive O - self test -- Spindle test failed
SATA DVD+RW1: DVD+-RW AD-7700H Error code 0F00:133C MSG: Dish- No suitable disk media is present
Error code 4400:011A MSG SCSI_0-000_Disk_Generic-_Multi-Card_Target not ready
From what I read about these codes from other posts, it means I have to replace the drive. Is this correct? Would I have to sent it back in (it's still under warranty) or is it something I can do. The particular laptop that is having problems doesn't have internet connection so I can't download anything to help fix it.
The drive needs to be replaced. Since you are still under warranty, contact Dell and tell them the problem and the results of the Diagnostics. They should send you a replacement drive that you can install yourself. The installation instructions are here ........

You could try updating it's firmware but it sounds like your drive has died.

Not to sound like a complete idiot but how do I do that? And should the drive be dying after a little under a year? Thanks for any help?

This is what I got after running the test.
