Yes, there is a CD format for audio and video called VCD (video CD) and a slightly better format called SVCD (super VCD). You need a program that can transfer normal video files into VCD or SVCD files, a program called a video encoder. For example Nero, a popular CD burning program, can encode VCD and SVCD. There are a few freeware or shareware programs that can do this if you search.
Keep in mind that fewer and fewer tabletop DVD players can handle VCD and SVCD format. Older players can. The quality of SVCD is comparable to watching television with a home antenna.

In spring 2004, I dabbled with VCDs. They're fine if your video doesn't have
much motion, eg two people sitting and just talking. But the second, there
is any kind of fast movement, it looked bad. And this is on my small 20" TV.
A DVD drive is less than $50 these days anyway.

Hi OLDF,
To add with John`s, you might give Video Help a try for various articles on the subject. However with DVD/RW burners so cheap now, VCD & SVCD is getting to be a lost art !!
Best Regards
God, grant me the senility to forget the people I never liked anyway,
the good fortune to run into the ones I do and the eyesight to tell the
difference.
