computer noise

We have a Dimension3000, Pentium 4. The back of the computer is not blocked, getting plenty of circulation. The computer keeps winding up and down while it is running. I've uninstalled a few programs and it has gotten better but it is still doing it.

It's probably the case/processor fan.  A thermal sensor is in the fan and it will slow down or
speed up according to the temperature of the air passing through the fan.

Our 8400 is a week old and the first thing I noticed was the noise.  Dell wants me to make sure things are tightened but that is not what's causing this kind of noise.  I hear the fan noise in the background.  What bothers me is the approximatly 1000 hz ocillating noise coming from the tower.  It cycles in a very rhythmic fashion and is loud enough to be easily heard when not engaged in anything that causes other noise such as music.  I've read the other comments, including information about Dell buying falty parts.  No, you guys are not imagining the noise - if I can hear it with my high frequency hearing loss then just about anyone can.  I'll go through Dell's suggestions and also the suggestion to take a look at the name of the parts, but perhaps Dell needs to step up to the plate here - there's a lot of comments about the same problem. 
 
I'm also wondering if the computer is getting the correct amount of power -   if you hook up a dimmer to a ceiling fan = too much resistance = fan motor noise.  Could this be a similar situation?
 
Nice computer though.  Very fast.
