Sounds like Windows may be corrupted. You can attempt to repair Windows by putting the disk in your top drive. As soon as you turn you computer on, keep tapping F12 until you get the boot menu. Select the cd drive and press a key if it says to press any key to boot from the disk. Once the setup program is done loading, Press Enter and it will then give you an option to repair Windows after you press F8 to agree to Microsoft's terms. Once that is done it should copy files, start the repair install and reboot once it's done.
I was onto dell earlier and the woman i was talking to told me to do what you said stefanrp97.. I got as far as pressing any key to boot from the disk but after i did this nothing happened, the screen went blank again.. After i had finished the call i realised that the cd i was putting into the drive has 'Microsoft Windows XP Professional Service Pack 2' on it... its windows home that is on my computer already not window professional. could this be why it is not working, that im using the wrong disk??
The computer model is : dimension 5150 pentium 4 processor 630 with ht technology (3.00ghz, 800mhz fsb, 2mb cache)
Before you try to reinstall windows, you should boot to the xp disk and run the Recovery Console and run Checkdisk with the /Repair option:
CHKDSK /R to make sure your hard drive is OK. You should always tell us what computer model you have when posting a question so we can help better. Click

I would suspect a problem with the hard drive.

Thanks for the replies.
