Create Cd-Rom System Disk for Inspirion 4100

Would someone please tell me how to create a bootable CD Rom disk with System Files so that I can reformat a Hard Disk and perform FDisk and Scan Disk for Windows 98 or Windows XP or 2000 Operating Systems? I need to reformat and test my Inspirion 4100 Hard Disk.

Windows XP disk is a bootable disk.  Go into your Set-up (BIOS) and make the
CD drive the first bootable device then reboot with the disk in the drive..

You can test your hard disk by running the Dell diagnostic program without wiping your hard drive.
To run the Dell diagnostic you need to boot off of the Dell utilities CD.

Unfortunately I don't have the Dell Diagnostices CD neither do I have the full version of XP I have full version of Windows 2000 however it trys to start Windows on the Hard Drive which stalls for hours.  Is there a way to download Dell Diagnostics Files to CD?  Or do I have to order it for delivery by snail mail?

If your hard drive is an IBM/Hitachi one then you can use Drive Fitness.

I have a 20gb, I, 2.5" Form Factor, 9.5mm, TOSHIBA - JUPITER, 2 Hard Drive.
