After the clean install of Windows XP, do you recall installing the Intel Chis set drivers next. Without these you can see odd issues with your hardware. Here is the Dell link for your E510 series
If you have these installed, then consider Clearing the NVRAM, click on the CD/RW link in my post and scroll to Section 11, article 2. If you do not have a floppy drive and if after Clearing the NVRAM you get a message about the floppy, enter the BIOS and turn it off.

I received your PM and made a couple of suggestions, you mentioned reinstalling XP, so you will need the Intel Chipset driver and your Decodng Software, should be PowerDVD.

I have a dell dimension 4700.My DVD drive can read Cds and
burn Cds but it is unable to read or play DVD. The model is
HL-DT-ST RW/DVD GCC-4481B. Can you help me.
