Disk I/O error

I hope someone can help me get my computer back to running. I get "Disk I/O error, replace the disk, any then press any key" I can access the boot sequence and tried reinstalling the Operating System, but it wouldn't install, just looped over and over again when I tried to use cd-rom operating system disk to reload. I can follow directions fairly well. I have a Dell Dimension 4100 system with Windows ME that is about four years old. I just want to get operating system installed and I can reload any lost programs. I am not worried about any lost data. Thanks for any and all help I can get.

Boot the Dell drivers and utilities CD and run a full system diagnostic, including a test of the hard drive.

I tried to boot DRIVERS AND UTILITIES like you suggested, but it comes up needing a boot disk inserted into drive A.  My computer won't boot up period. Do you have another idea.  Would it be better to just buy another hard drive and get instructions on how to load my Windows ME disk?
