Some have said that this is caused by the software polling the optical drive.  Must be unique to some Dell PCs.

Dfikar, there are several services in XP that will cause your HD light to frequently flash.  The main one is the File Indexing service.  This creates an index of all the files and folders on your HD so that when you search for a file it can quickly locate it by looking at the index.  The index is created and updated when you system is inactive.  You can turn this service off, but then searches will take longer.  A new system will do this more than one that's been used for a while.

XP also periodically creates restore points that cause disk access.

Thanks for the replies.  FWIW, I turned off file indexing a few days ago but the problem persists.
