Drive 0 on Secondary EIDE controller
On boot, a black screen with WARNING: Dell's disk monitoring system has detected that drive 0 on the secondary EIDE controller is operating outside of normal specifications. It is advisable to imediately back up your data and replace your hard-disk.
F1 to continue or F2 to run setup utility.
Any help welcomed.

It's a clear message that your hard drive is failing. Buy a new one asap. Drive 0 is your main boot drive, not your cd/dvd drive. If you are still under warranty, contact Support.
PS You should have said what model computer & OS you have.
