DvD decoder not installed or malfunctioning ?

I recently reinstalled windows xp on my computer, and now, when i try to watch a DvD movie, I recieve an error message that says, " DvD decoder error -- Either  the DvD decoder is malfunctioning or is not installed, please restart media center and/or the computer. " . Can someone help me with this please ?

If you did not install the DVD Decoder, then it is not there.  It was PowerDVD or WinDVD.
If you have the disc, install it.  If you do not have the disc, request it from Dell if
you are still within the warranty period.

Yea, thanks for your response. However I've asked them for the software you mentioned on several different occasions, and they have told me several things such as, that my CD/DVD drive must be broken, that software was on a trial period and that I would have to go and buy a new decoder program, and please call this number for help but only to be told to call the first number again. So i have about gave up on asking for help. But like you said, my pc is still under warrenty. So who or where should I be asking for this software ?

Contact Dell through Chat, or any method other that what you have already tried,
and request PowerDVD because you reinstalled Windows XP.  Have your Service Tag
handy.
